If the soil is very hard I’d recommend you use a tiller to break it up and make it softer/fluffy so that grass roots can penetrate it easily.

Get rid of the rock and you’ll be fine
Can’t see why it would be an issue, but maybe try and get the rocks out before they’re mixed in with turf. Garden sieve might help?
