Difference between soil like substrate vs river rock type substrate?

I am seeing online that some people use river pebble like rocks for their terrariums and some just use terrarium substrate soil that looks more like conventional soil. What is the difference and when do you choose one over the other?

Someone else here may explain this better, but with organic components, you retain more moisture and nutrients, but inherit the risks that come with rot and pests, etc. The way you balance these will change given your chosen plants and projects. For example, some projects use succulents and mosses that need no more than rocks. Other projects might use flowers that prefer sand or decaying bark.
