I feel like it could have been done differently. 27Ton?

I’m not one to take the piss out of other people work but this post popped up on my Facebook. I feel like 27 Ton on sub base isn’t the way forward for this project. Maybe a wall and a block and beam floor then lay on top would have been sufficient? Any other ideas of am I wrong and this massive amount of sub base would have been the only option.
