It’s hard to say from the picture, but looks like hard water spots? Do you mist your plants with tap water? If it’s more thick like cobweb, it could be spider mites. Hopefully it’s the former!

It could even be from any minerals in the water. I water mine with distilled water and still get these. I’ve never been able to clean them off. Now I just wait for new leaves to replace them.
