Flood prone yard options

I bought my first home in October of last year. So far, it's been great, unfortunately, i failed to investigate the susceptibility to flooding before buying. This years summer storms made it very apparent, very quickly.

My house sits at the lowest point on the street and so my yard got drenched and caused some mild subfloor damage that I'm paying to get fixed now.

After some light researching information online I'm not sure what my options are, I have a pretty small yard so I don't think I can install something like a dry well, and my yard is bordered on 2 sides by the asphalt street and a parking lot, and a house on the other side.

In the last pic, I noted a drain ditch on the other side of the lot, but I don't know what I could do with that, if anything (the hole was actually covered by debris and the owners Had no idea until I unblocked it for them, the flooding was MUCH worse before I did that)

Very ignorant on landscaping in general, so any advice is appreciated.
