I have been trying to get my lawn under control after it has been neglected for a couple of years. I bought a Toro commercial mower. When I am mowing the lawn, some parts respond well. Others don’t. What seems to happen is the mower runs over the grass, the grass drops down, the mower runs off, the grass pops back up. I can go over the longer bits with a strimmer and that cut them just fine. The lawnmower however doesn’t. I have tried raising and lowering the mower, lowering the front raising the back, lowering the back raising the front, and nothing seems to make a difference. Pictures are of bits of the lawn that are not responding well and one of the bit that seems okay. What am I doing wrong?

Are your blades installed correctly?
I take it you have only just bought it, but that doesn’t mean it’s been assembled correctly.
