This plant has had spots and little white something on it for a while. I’ve tried cleaning them off with my fingers, as well as using a neem oil solution a number of times. They still persist and I’m wondering what to do!
What is attacking the plant? Is there anything I can do about it?

It kind of looks like scale bugs, but I can’t tell for sure. I had those recently and they don’t look like normal bugs so I didn’t notice at first on my plant
