Suggestions on replacing Japanese Privets with native shrubs


Looking for suggestions on the best way to remove these Ligustrums and native shrubs to plant in their spots. From my research it would seem the most effective method for this size would be stump cut + glyphosate/triclopyr treatment. My question is how long after the treatment I have to wait before planting the replacement shrub?
As far as what natives to replace them with, I have some options in mind, including flowering dogwood and azalea, but looking for recommendations as well. Some considerations: they are close to the house (garage area) and underground utility lines/irrigation system; the area receives some morning sun but dappled shade most of the day due to an oak tree in front. Located in Piedmont area, NC.
