This dwarf Japanese maple = fully dead?

This tree has had a rough life. I planted it two years ago after grinding out a stump from a prior dead tree. But inadvisably, I put it right on the old one. Then a squirrel ate the bark in a ring around the tree. It survived! One year later, this summer, the leaves all wilted without falling while some large fungi bloomed in the ground around it. It seems like a fungal issue but I’m no arborist! My question is: any way this tree survives? My fiance and I have been calling it “our love tree!”

Friends don’t let friends use rocks as mulch.
