Is this frost damage?


Pachycereus Pecten-Aboriginum (Mexican hairbrush).
Queensland, Australia. Hardiness zone 9b.

It's been in the ground for around 2 years now, growing explosively during summer, from around 9 inches to It's current 2 1/2 feet. I noticed it wasn't looking too happy over winter, and we did have 5 or 10 good frosts despite being in a warmer part of Australia. You can see black damage from last winter also, about 1/3 from the top in the narrower part from the slower seasonal growth.
It's the black blotches on the ribs near the top that concern me, but it does look to be healthy overall, and recovering well as we now move into summer with some new red needles pushing through the crown.
Our winters are usually very dry with frosty nights and our summers hot and stormy.
