Definitely mealy bugs. I had inherited a plant with an infestation my friend was tired of treating. I sprayed it down with a mixture of rubbing alcohol, water (1 to 8 ratio) and a couple drops of castille soap in a spray bottle and spray it down just due to the number on there. Let it sit for a bit, wipe every leaf down and rinse the leaves off. Highly recommend trying it on one leaf in case it fries it, which is why I recommend rinsing it off. Also you dont want to get it in the dirt. You can also painstakingly do cotton swabs or a-tip each one off with rubbing alcohol. I wish you the best of luck!

We had them on the same plant in our front yard but it was a lot bigger and it was so infested we tried everything to get rid of them, we ended up having to pull them all out of the ground and kill them all. It spread to all of my other plants it was awful. Alcohol though for that small of an infestation should work. Good luck!
