Can any one tell me what is eating a perfect ring around the branches of this Mesquite tree. The branches are just falling off. It is the strangest thing. I have never seen this or heard of this. The tree is in my neighbors yard pm the coast of texas

Maybe someone took those hand “chain saws” to the branch?
Someone is very, very slowly cutting the branches off. Definitely saw damage
