Hung Up Tree – What’s my next move?

Have tried snatching it out at 2 or 3 points but it’s too heavy at the base for the Ranger to budge it. I have no cherry picker and a shitty ladder. I can work a chainsaw ok but If I had money I would definitely be calling an arborist in:)
