OP, those tiny white specks are bugs. Please look up info on treating thrips. Please enlarge the photo. See where the black spot is ? Those little white specks around it are the bugs. Please separate this plant from any others you have. There are both organic and non organic treatments available. Also, please look over any other plants. There could be even more living amongst any other plants. Good luck.
