The vegetation along my road has mysteriously died as if it was sprayed with something. Could the city be testing something? Did a neighbour's homemade weed killer work perfectly? Should I contact someone about this?

I would test that little bit of water behind it.
Looks like it was sprayed with your neighbors home made perfect weed killer and you should contact someone.
