Euphorbia abdelkuri questions

So a friend of mine gave this to me a couple years ago. The top is rotted and dried up and I just put it in a pot and took care of it with all my other plants. It has never grown (I don't think at least) but it also has not rotted or died any more than the day I got it. Assuming that it's alive, and not like a petrified stick, can I cut the top off and get it to begin to grow again? Or is it just kinda going to be like this forever? It's about six inches tall. And it had roots when I received it and I assume they're still there but haven't really paid much attention to it because it just never grew.

Well, if you’re hoping for it to heal over, it won’t. It may spring new growth around that area, but if it was me, it cut slightly below the damaged area. Doing this will give you an answer to the question, “is it alive?” If it is, there’ll be a lot of sap (be careful), no sap, it probably is dead.
