Scarlet Oak failing Why?

Planted this 31 years ago in Central California. Last couple years a few limbs went dead in late summer/early fall, so I trimmed those and found evidence of borers. Have used imidicloprid drench the last couple years. Now more and more limbs are affected. Did some landscaping underneath the tree four years ago, and have provided some fertilizer and supplemental watering, but the leaves are turning brown early instead of the beautiful scarlet. Ideas? I hope it’s not doomed, but it’s heading in that direction. Thanks.

Look at the conditions around the trunk – soil build up or roots girdling

Look at the limbs that are failing and trace back to where those branches originate on the tree- inclusion ie limbs pressing together at the crotch- could be cutting off nutrient flow
