i mean without being able to see the soil I’m going to go with its either too compacted or too water retaining or hydrophobic and your tree is dying/dead from under or overwatering because of it, you can try repotting, bare rooting, and planting in in better quality soil (I prefer a mix of sand, potting soil, orchid bark and sometimes perlite but use whatever you like so long as its loamy and fast draining) and watering thoroughly only when its dry 2 inches down ensuring to dispose of any water that runs out the bottom drainage holes but i will be pretty honest with you that this tree looks done.
