just got this mammillaria plumosa today. what’s the care like for it?

I'm planning to uppot it and give it a better soil mix as the cucurrent one is pretty trash. I have read that it blooms during wintertime so would that mean it has to be actively watered during summer and not winter or a bit of both? it is already getting cold in the UK and I have noticed a handful of flower buds popping up already.
