The bugs are probably fungus gnats. Actually completely harmless, just annoying. You can get mosquito dunks to mix with watering water. Otherwise you can buy sticky traps for them. They lay their eggs in top moist soil. Bottom watering helps to avoid them a little.

If they fly, it’s likely interested in rotting materials in your soil. I had a ton, and they naturally die out in the summer heat as I reduced watering intervals to limit their food source.

Your plant is an Aloe ciliaris (I think it was recently renamed, but most still refer to it by its old name). I actually think that this aloe is getting enough light–they are a tall, climbing aloe, and the color looks good.

As someone else pointed out, you probably have fungus gnats, which are easily remedied by sprinkling some mosquito bits on top of the soil. It usually takes a week or two for the mosquito bits to eradicate the pests, but it’s always worked for me.

Depending on your location, you could also try to use bonide systemic granules, which is a pretty good, effective treatment for a host of pests.

I hope this helps! Your plant is very pretty, and I understand why you’re concerned.
