Those are roots on both pictures. I see the root tip structure, followed by velamen.

Root. If you can’t get it to flower, your temperatures may be too stable. Phalaenopsis orchids need a swing from hotter weather (high 20s-30s C) to cooler (~20C) to begin the blooming process. Usually keeping it close to a closed window provides enough variation.
