You really can't protect an outside plant. I have potted them on the deck, only to have squirrels dig them out looking for nuts. I learned to cover the dirt area with netting to try and prevent this. I guess I will have to dig a mote for the bottom of the fence, as much of a pain that this is.

Rabbits can jump a metre high in play, effortlessly. The man here may be trying to sell the fencing material?
