In which stage I should spray neem oil on to my fruits tree to prevent maggots inside the fruits. Should I start spraying early when start flowering , blooming, fruiting. Should I spray the Micro Powder too?

Question how do I use Neem oil on my plants like how do I put them on there I watched the whole video but I still don't understand.
Great video, over the span of 3 months I had a major infestation of flies, fungus gnats, I have tried so many products but nothing seems to be working, I raise red wigglers for fishermen, gardener, flower growers and pond owners. I would like to eradicate the fungus gnats for good, but do not want to kill the worms, what would be the best method, a good initial first spray and every time I feed them another smaller spray. lMAO! Neem oil doesn't do squat for pest insects. I use cold pressed. Aphids drink this stuff.
