For small walls maybe about 3ft or less this is fine. But for larger walls drainage needs rmto be considered and the rocks should be turned 90 degrees into the hill. Basically the short side is the side you should see once the hill is done. Not the long side. Otherwise its just going to fall apart in a few years.
