The labor force used to build this garden were volunteer inmates. If the designer donated his time and expertise and plants were donated, where did the hundreds of thousands raised by inmates and the community go? Things just don't add up. I guarantee members of the administration benefited from this project too…. Hmmmm, something to think about…
