I'm not the sharpest tool in the shed but seems beyond ridiculous to state drug test strips and money to more programs will solve drugs and crimes originating at US borders.
If foreign policy is still the responsibility of federal gov, would make sense to secure our borders. States, if still have any sovereign authority, are knowledgeable of the resulting increase of drugs and crimes within their borders. Like Sheriff Lamb, Arizona, they likely also have first-hand ideas of what to do about it.
