Gary Pilarchik: Transplanting Your Peat Pellet Tomato Seedling into Cups: 3-4 Inches – MFG 2014

When your tomato seedlings get to about 3-4 inches they are ready to be transplanted into larger containers. You will see a lot of roots coming through the peat pellets. That is the sign they want to more soil. Fertilize them with 1/2 strength liquid fertilizer after transplanting.
