i have this mint basil plant that’s getting a little tall and i’m wondering if i should let the cutting dry a bit before planting into soil or placing in water? also im sure if it’s half after the third node or a little before the 4th node? anything helps!

where is the cutting you’re talking about?
Every leaf pair indicates a node, so having 2 nodes on the cutting should be enough, personally I would always water propagate basil and other herbs
