Previous owners of my new house straight up buried an entire bag of potting mix in the raised garden bed they built. It was open along the top but still completely full and not even open down the middle or anything. Is this a normal gardening thing people do?

Great, now we’re going to subjected to labelling on potting mix bags stating that you need to open the bag and empty the contents out into the desired location.
It’s a known way to grow tomatoes. You just split the bag and plant the seedlings straight into the potting mix.
Cheapest soil available at Bunnings BTW, wont grow much for a long time. Its not even soil initially, its like they shredded a bunch of trash and old pallets, darkened it all and put it in a bag.
