Seeking heavy pruning advice for cherry tree

Inherited this ornamental cherry tree that had been completely neglected by the previous owners for years. Several months ago I cut off a bunch of branches that were completely dead, rotted, and had mushrooms growing out of them (I say "cut", but some literally just crumbled off).

It's super scraggly and misshapen, and I'm concerned about its height and proximity to the gutters – it's overhanging the gutters currently.

How much of this tree can I prune down? And any tips on where I would cut? I would like to prune it down as much as possible to restrain its size, but I'm not sure what I can do safely (i.e. without killing it or damaging it beyond repair).

Also assuming I need to wait until the start of spring? Situated outer east Melbourne.

Thanks!
