You can but if it was me, I would wait for more good roots to develop.

Yeah plant it, is ready for dirt.
Also, I’ve read not to change the water but top it up, as the plant releases root growing hormones to promote growth and you don’t want to throw them out.

I notice some algae leeching off the roots. If you can tape the bottoms of the plastic cups, it would deprive the algae of sunlight and foster healthier root development. I would wait for the roots to grow more and gently wipe off the algae.

Root hormone would speed things up too if you potted it.
