Plant Identification

Anyone know what this plant growing in my dad’s driveway is?

This has been growing in a cracks in my dad's driveway for a few years. My dad really likes it, but doesn't know what it is, or whether it can be safety removed and repotted. It has really delicate thin leaves and seems like it might be about to flower (see pics).

We are in the West Midlands, UK.

  1. Dill is annual, if this has been growing there for several years I’d say fennel. Smell it and you’ll know which one it is.

    Anise plant, if you rub the leaf you can smell like licorice, they are annual, but they have a lot of seed so if you don’t them grow anywhere just cut off the flower head
