Please help me save Rossi’s memorial tree

Hi everyone, my brother and SIL lost a beloved family member (their kitty of 13 years) and they planted this tree in memoriam. Rossi was an amazing cat who helped me through one of the most traumatic experiences of my adult life and his loss has been devastating. My brother said that the tree doesn’t seem to be doing too well and I thought I would come to you all for advice on keeping Rossi’s tree alive as it is also his grave marker. I would be eternally grateful for advice on helping this tree flourish. Here are some notes he gave me below,

• 10-12ft tall red maple planted 5 weeks ago, watered often with a tree water bag

• Rapid city sd, put in fertilizer when planted, decent soil kind of rocky with minimal clay

-Moderate wind with plenty of sun. Tends to be a dry environment. Sparse winter moisture but its usually heavy
