Black pine needles

The needles on my black pine have been browning/showing black tips. I’ve also seen some white stuff on the base of the needles. Does anyone have an idea if this is normal or a fungal/insect problem? If so, what do i do next?

I can’t really tell from the picture but I’m pretty sure the white stuff at the base of the needles is part of the follicle it’s like a little sheath that holds it in place
Some of my pines have it. No idea what it’s called though.

I think brown needle tip is usually overwatering. I have a tendency to do that also.

White stuff at base of needles belongs there, part of the plant. The browning could be too much water but I also see a couple of brown bands around the needles indicating there might be a touch of fungal issues. Treat the tree with copper fungicide, be sure the soil dries out between watering, and give it as much sun as possible for as long as possible everyday.

Do you have any banding lower on the needles? Or just the tips? Any spots where there appears to be sap bursting from the needle? I’d check for needle cast blight, but I think it’s gotta have that burst sap to be for sure.
