Hoya

Root or stem growth?

Hi! Long time plant enthusiast, first time Hoya owner. So I got a Hoya and wanted to take it out of its 3” nursery pot. I potted it in a shallow 5” pot (because no other pots at this nursery were small enough with a drainage hole, weird, right?). So I expect only the root growth to be active at this point.

Questions: Is this an aerial root growing in the second photo, or is it a new stem?
Do I need to repot into a smaller pot, or would that cause more stress than good to the plant?

To me it’s a new stem with a leaf.

For the second question I’d repot in a smaller pot because she risks root rot but also to not grow any leaves while she works on her root system (the second I’m not 100% sure about but I’ve always been told that and from experience it’s pretty accurate)
