Should I cut this new growth?

Hi everyone !
My magnolia stellata recently started to grow a little branch from the base of his trunk. Should be noted that this part of the trunk was under the soil when it groow up (I've tried to remove dirt around after learning about root flare on this sub)

Is it a sign of stress ? A normal behavior ? Should I cut it ? Try to plant the cut elsewhere?
