How to tell if new growth is going to be a leaf or a flower?


I've been scouring the internet for an answer, but to no avail– do they look different in a significant way, or sprout from a different place perhaps???

    When my silver dragon gets a new leaf she takes aaaages and it also looks weird and I always wonder if it’s a flower of a leaf, but until now it’s always been a leaf. It looks similar to your picture
