These are sweet peppers that I've been container growing from starts that we're given to me. I was only told that they are "sweet peppers" so that's all I know about them. At what point should I start harvesting these? Also, does anyone know what pepper this specifically is?

Looks like a Jalapeño
If you want a treat, leave them on the plant until they turn red. They get super sweet and hot. I like to pickle them. Mmmmm.
Edit to add, these are jalapeños.
The sweet pepper I know of that is closest to this is a lunchbox, but mine are wider. Still, there are plenty of sweet peppers that take this shape. It isn’t a jalapeño – these are too flat and long to be a typical jalapeño.
You can pull one now and taste it, there is no harm in that, and it will let you know definitively whether it is a sweet or spicy variety. I would let some ripen (change color) to see what they turn into. If it is a typical sweet pepper you can use it green or fully ripe, but you can tell the maximum size by letting one get fully ripe.
