The cactus it self died. Before putting it back in the soil we let it callous and now roots are coming from the side. Should they be lying flat or propped up?
You could even put in soil at this point. Just don’t water until the roots have fully established in soil.

Good time to put it in soil. You can prop it up, or just lay it flat (I usually prop them up). Dry cactus soil, if you buy store bought, add 50% pea rock or crushed granite – most ready-made blends are too heavy in my opinion. I’d water it extremely lightly.
