Need Some Advice on Filling in a Fish Pond

Hi everyone, I figured that the collective knowledge of reddit could inform me if what I'm planning on doing is acceptable. I recently drained an old swampy fish pond and took out the liner and I'm planning on filling it in. I was planning on using the big stones that held down the liner to help fill in at least part of the pond but when I told a friend he said that due to the freeze/thaw cycle, those rocks will work their way up to the surface. I'm planning on putting a patio in this spot with maybe some flower beds so I really don't want this to happen. Has anyone had any experience with this situation before? Is it ok to dump those stones in or should I just use fill to fill in the pit? Thanks.
