Two kinds of leaf on one branch?

I just noticed this at a local park. It has two entirely different kinds of leaf on a single branch.

Weird mutation? Normal?

The compound leaves are the plants true leaves.  The “leaf” behind it is modified stem tissue masquerading as a leaf known as a cladode. This is an adaptation to arid conditions by reducing stomata covered leaf tissue.
