   Try changing the light/darkness cycle to something like 12/12. Give them 1 week of no nutritional solution, just water. A little stress can help to induce flowering

   Your nutrients might be a little off. Maybe slightly more nitrogen. Your tomatoe plant looks a little pale in color.
