Is this cherry tree gone forever ever?

I live in South Carolina. This tree was green, full, and healthy 3 weeks ago. We've gotten a massive amount of rain in the last 3 weeks. Under the tree, there is a gravel basin about 18 inches deep, then a mix of sand and dirt for 18 inches, then I planted the root ball in it 2 years ago. This is the first time this tree has had any issues at all. I have 4 more cherry trees planted at slightly higher levels the same way that are all still doing great. Any help would be appreciated.
