Can this maple tree be saved?

I'm contacting arborists in my area to get in person opinions but wondering if anyone here would share theirs – do you think this tree can be saved?

The tree was in this condition when I moved in – it belongs to the city. I've been adding a bit of compost and mulch to the bed each year.
