    It looks like Woolly Stemodia, a Texas/Mexico native ground cover. It is a spreading ground cover that can take the heat and drought here in Texas. I planted several 4” plants this spring, even in the heat they have spread about 24”. I do have them on a drip irrigation so they do get water once a week.
