    In my unprofessional opinion, yes, no root flare visible and the mulch should never be up against bark like this

    Backstory:
    This is in a famous Boston Park ([Paul Revere Mall/AKA The Prado](https://www.google.com/maps/@42.3658271,-71.053664,3a,75y,126.96h,92.1t/data=!3m6!1e1!3m4!1snCrjmUZDkvTbkTCJMEqN9g!2e0!7i16384!8i8192?coh=205409&entry=ttu&g_ep=EgoyMDI0MDgyOC4wIKXMDSoASAFQAw%3D%3D)). A local business owner was given a permit to host an event here over the weekend and, as part of his effort to spruce the area up for his event, he decided to fill all of the tree pits with mulch.

    If it’s detrimental to the trees, I’d like to have it removed. But I suspect convincing the city *to convince the permit holder* to remove it will be difficult.

    Edit: The brickwork was redone about ~5 years ago, but these trees have been here since the park was put in in the 1930s.     Yes and no. It’s established enough that it shouldn’t “hurt” the tree. It can lead to decay I guess. Imho it’s not that big of a deal at this point in the trees life
