Fiddle leaf new buds


I have a 3-year-old fiddle leaf fig that had a tough start, spending its first year in a somewhat dark room because I had just gotten a puppy. For the past two years, it's been in a bright window, which initially led to significant growth—8 to 10 new leaves—but then it went dormant for about a year. Recently, I tried notching the plant (pic 2) in several places between the nodes and above fallen leaves, and applied keiki paste, but after 3–4 weeks, there was no noticeable change. Thinking it might be time for a repot, I moved it to a larger pot with fresh soil. Almost immediately, I saw new root growth, some even appearing above the soil and later turning brown. Now, I’ve noticed four new buds (pic 3) along the stem, with two actively growing. Could these buds develop into new branches, or will they likely just become new leaves?
