I originally repotted her because the roots were growing out of the drainage pot. As I was cleaning the dirt out of the roots, the just fell off the stem (no snap or anything). The bottom of the stem near the roots is yellow. I’m assuming it’s root rot. Can I save her? Do I cut off the yellow and place in water to grow new roots?

That looks like a Philodendron scandens, not a pothos.
I’d cut and propagate it, making a fuller and healthier plant.
