Does anyone know what is wrong with my creeping juniper? Can’t find an explanation anywhere. I need to prevent it from getting worse since this plant is about 30 feet long and holding up this hill from erosion.

I personally would check the water situation, then check for bugs.
Could be a combo of both.

Ever get in there and clean out the dead stuff and leaves? Plants like to breathe and accumulated stuff can hamper that severely in mature evergreens causing them to die slowly (looking at you, bird’s-nest spruce).
It’s not a particularly fun task, but it can help. Wear long sleeves.
