    Tis a liverwort. They are very cool-looking, but they do interfere with plant growth by blocking the movement of oxygen and water into the soil. Probably why the plant is spindly. Liverworts are a sign that the soil surface has been staying too damp and that there is too much of a nutrient load (especially on native plants, you should not use fertilizer or potting medium with added fertilizer.)

    If you’re not planting this plug right away, you should remove the liverwort and the top layer of soil, replace the top layer with new potting medium, and make sure to let the surface dry out before watering. Based on the appearance of the plant and the fact that liverwort grew, I’m also guessing the plug isn’t getting enough sun.
